Hi - I believe I understand what my problem was: 
Since I have a desktop computer I unchecked Startup Applications -> Startup 
Programs -> Power Manager mistakenly thinking power managemeent only applied to 
battery driven computers.

Unchecking Power Manager will remove the Suspend and Hibernate options.
Running update manager brought the options back and so did checking
Power Manager back on. Not sure if this is the same mistake the users
are making? In my case the bug was the user :)
