I think the right behaviour could be the following:

- When ltsp-build-client is launched, check whether the ltsp tree exists or no
- If the tree exists, inform that in order to go on is necessary to remove it 
entirely, and ask confirmation for removing it
- If no confirmation is given, exit
- If remiving is confirmed, then:
  - save the debian packages present in the tree in a local cache
  - remove the tree
  - download only the packages that aren't in the cache
  - use the downloaded packages and thosein the cache in order to perform the 
install

This way you haven't to waste bandwith nor to wait for downloading again
already downloaded packages.
