I found a work around to this problem on a blog http://brunampm.wordpress.com/2009/04/27/problem-in-kstartupconfig4-on- debian/ It was a comment someone left below. I am new to Linux so take it with a grain of salt.
The author of the comment suggests running chown -R username /home/username/.kde with username replaced with your username of course. I rebooted the system and the message is gone. Now this could only be masking a more serious issue, I don't know.
