* Update python-kde4.links, widgets link now needs to be in
/usr/share/python-qt4 to match change in python-qt4
* Set pykdeuic4.py executable and add DEB_FIXPERMS_EXCLUDE=pykdeuic4.py,

* Add build-dep on libpolkit-qt-dev and kdebase-workspace-dev for pykde
* Build-dep on sip 4.8.1 and pyqt 4.5.1
