2. the behavior you expected, and By holding down the ALT key and pressing the TAB key, a window should pop up and allow me to toggle between the programs. 3. the behavior you actually encountered (in as much detail as possible). nothing happens. It did toggle in Ubuntu v8. It does toggle on Macs and PC's, but in Ubuntu 9.04, the ALT - TAB combo doesn't work. Also, opening more programs "should" allow for more toggle choices.
