I created a new user on my machine, and tried keyboard resizing in the default environment. This worked fine, but then, it was all being done with "appearance/visual effects" set to "normal", not "none". In "normal" visual effects (some level of compiz, I guess), the window resize is done with a shadow; only when you finish the operation by hitting return does the real window resize.
In the buggy behaviour situation, the window itself is being dynamically resized, and I guess something is failing to keep up with the constant stream of size change requests.
