Confirming.

It's even more of an issue if you connect to your network wirelessly;
then the interface will first be up once the desktop has loaded and the
user has entered the wallet/keychain password. Assuming the wireless
network is even in range.

Optimally it should sit in the background like a proper daemon and just
get to work when the link goes up. Likewise, go sleep when it goes down.

(As for workarounds, one would be to put a script to restart the service
when the link goes up (if-up.d).)
