I'm currently running Ubuntu 9.04 Jaunty on a Dell Inspiron 6000 with the same ATI driver model as listed in the original comment, and I am experiencing a related problem - rather than hanging on an attempt to enable the Extra video effects, X completely restarts.

Let me know if there's anything else I can provide that might be useful.
