Michael you should try running your machine in a colder environment,
like Antarctica.  I think you will find your machine runs cooler and by
your logic this PROVES that the problem is that you don't live in
Antarctica.

There are a lot of factors at play here and a lot of different hardware
configurations, all of which control fans through completely different
mechanisms.  Problems will be fixed when they are isolated and
identified... nothing in this thread has given enough information to do
that yet.  If you want to try to speed up your dell fans in the kernel,
check out the "i8k" module from git and go to town.
