I have a similar problem with blueman. After suspend or hibernate, blueman applet stops working properly. Restarting bluetooth doesn't help and after I turn my notebook's bluetooth device switch off and on, blueman-applet claims do be running but there's no visible windows or bt icon on tray. Even after restart blueman doesn't work and the only solution I have figured out is to reinstall blueman package and restart my computer. I'm on Ubuntu 9.04 and using an internal dell bluetooth device. If it gives you any help, I may gather debugging information next time it happens.
