Public bug reported:

system crashed during update-manager update.
update-managers advise was: sudo dpkg --configure -a

this didn't solved the problem.
I needed to remove linux-image-generic to remove linux-image-2.6.28-13-generic, 
which allowed me to reinstall the both from scratch.

other commands tried:
sudo apt-get -f install
sudo aptitude reinstall linux-image-(2.6.28-13-)generic

also with a empty /var/cache/apt/archives
