- debian/netbase.init: silence ifup/ifdown if VERBOSE == no
- debian/netbase.init: silence debuging output if VERBOSE == no
- debian/netbase.init: Temporarily increase usplash timeout to 120 seconds
to cope with slop DHCP server responses. LP: #21617
