Confirmed, the "&" character isn't correctly escaped, you can see an error
message in $HOME/.xsession-errors:
(xfce4-panel:3925): Gtk-WARNING **: Failed to set text from markup due to error
parsing markup
etc...
In the meantime, use "&" instead of "&", it should correctly display
a "&".
