To be precise: the fade animation takes exactly two seconds. But it does not "delay" the shutdown dialog as the title of this bug reports says. It is just an animation shown when the shutdown dialog is shown.
Making it configurable would be a simple task, but I'm not sure if this needs a config dialog.
