Per https://help.ubuntu.com/community/AppArmor I tried the following:

sudo invoke-rc.d apparmor kill

Which gave the following message:

Killing AppArmor module - failed, AppArmor is builtin: Failed.

I then tried:

sudo update-rc.d -f apparmor remove

Which seemed to work. I was able to install neonInsight after a reboot.
I am not sure if the issue with Synaptic and iptools-ping is still there, but I 
am willing to try whatever is suggested.
