build-essential exists purely for a specific technical purpose,
prescribed by the policy manual:
It is not necessary to explicitly specify build-time relationships on
a minimal set of packages that are always needed to compile, link and
put in an Ubuntu package a standard "Hello World!" program written in
C or C++. The required packages are called _build-essential_, and an
informational list can be found in
`/usr/share/doc/build-essential/list' (which is contained in the
`build-essential' package).
It's unfortunate that people have got into the habit of using build-
essential for other things, and developing expectations of it. We should
probably provide something else. The reason we haven't so far is that it
becomes a bit of a grab-bag of everything, which isn't very useful
either ...
