This bug is still present in KDE 4.3 RC1 as I tested it today. Looking
at the source of the gnome network-manager-applet I see this line

src/applet.c:1238:      nm_client_sleep (applet->nm_client, !state)

I suspect this very line to aktivate the network after suspend. I'm no C
programmer and this bug is so annoying that I can't use kde on my
laptop. So please add a menu point to the plasma applet to (de)activate
networking and that networking is activated automatically after resume
or whatever gnome uses to keep wifi running after suspend.
