I think it's good default to allow normal users to shut down. They
probably don't change that. For you it's a problem because I think you
have some good reason disallow shutdown for normal users.

gives an example how it could be done. I have not tested it. It is here just to 
give some ideas.

If you tell why you don't want normal user doing shutdown it becomes easier to 
help. Are you thinking something like
