Public bug reported:
Initiate suspend through GNOME GUI.
System suspends.
No video (blank screen) after resuming (by pressing power button).
Ctrl-Alt-F1 & Ctrl-Alt-F7 have no effect.
Hard reboot is required.
Had same problem on Dell Inspiron 9400.
