This bug is probably caused by the same thing as #351333 but I'm not
sure it is the same bug.
docky appearing over the top of e.g. a fullscreen video would actually
really annoy me, but if there are 2 monitors and one has a fullscreen
window, and docky is on the other screen, it will still appear beneath
all other windows.
This is definitely a bug, #351333, not so sure. But I guess I'll leave
that up to you :-)
