There is no point in discussing the papercut choice, but Mat: didn't it ever happen to you to drag a folder from "places" by mistake and start copying a huge directory in your desktop? It actually may even go unnoticed for a while if the drag happens quickly (e.g. too sensitive touchpads). My mother certainly woudn't notice what's happening except for calling me a week later asking me why she has two different copies of the same documents. I am more worried for her than for myself.
I think I find the cause: while dragging from the panel, the last focused window has the focus! E.g. try to start firefox, open its preferences, start a drag and press ESC.
