Unfortunately there isn't much indication here of what the failure is.
Could you please run:
sudo tar czf var-lib-dpkg.tar.gz /var/lib/dpkg
... and attach the resulting var-lib-dpkg.tar.gz to this bug? That
should let us reproduce the problem in a controlled environment.
