This bug is upstream bug #334212 (Gnome, not Debian). I'll attach a
patch. By the way, it's not my patch, but an adaptation of upstream
patch id=63596 from Paul Betts. By the way, my patch doesn't update any
changelogs. Please refer to upstream patch.

The problem is due to HAL reporting that the battery is neither charging
nor discharging, so the system chooses the wrong icon to display.

What this patch does is taking the charging/discharging value from the
AC power status, if there's AC power it assumes the system is being
charged and if not it assumes it's being discharged. It only does this
under the uncertain circumstance that produces the error (not charging
or discharging).
