This is the liferea developer's answer:
"Now I know what is meant with "push scroll". Thats the feature that drives
me mad when accidentily using the middle mouse button as X selection when
using Windows!
While it might be a useful idea I have no idea how to implement it (would
have support this type of scrolling in two rendering widgets which do not
natively support it).
Won't fix/improve. In general (I assume you are an Ubuntu maintainer) my
work load is too high, there is no help with development and I practically
decline every feature request at the moment."
However, if you know programming, maybe you want to help him ;)
