I'm pretty sure this is the same bug. I find that any program which uses hotkeys will cause SCIM to lock up if Ctrl+[key] is pressed. Furthermore, I tried the fix posted in this original bug report (changing /.scim/config) and it caused my keyboard to lock up without pressing Ctrl...
