Public bug reported:

After booting the system, nm-applet does not recognize the pseudo-USB
devices as 3g modems.

It is possible to make nm see the modem by manually unloading and
reloading the sierra module:

modprobe -r sierra && modprobe sierra

However, connect using the card still fails:

If suspended and resumed once, the device is recognized and usable
immediately.
