The zlib1g-udeb for Hardy contains no files:
$ dpkg --contents zlib1g-udeb_1.2.3.3.dfsg-7ubuntu1_amd64.udeb
drwxr-xr-x root/root 0 2007-11-15 05:12 ./
drwxr-xr-x root/root 0 2007-11-15 05:12 ./usr/
drwxr-xr-x root/root 0 2007-11-15 05:12 ./usr/lib/
This makes it rather hard to run the openssh-client udeb
