I could not find any evidence for your assertion that "parts of dbus
actually attempt to call dbus-launch", the only time this would be true
would be if you used an "autolaunch:" path for the bus address and
attempted to connect to it.
Since this is never done by default, the Suggests: dbus-x11 seems
sufficient
