Apparently the latest versions of hal and udev need the util-linux-ng
version of these libraries, until we do the transition Debian can't
update to newer versions of those packages.  So the only question is
the transition.

What I had suggested to Lamont (via an intermediary) was documented

I had since contacted Lamont via IRC a couple of days ago, and he said
he was going to get to it "that evening".  I didn't hear back from
him, so I suspect he's found it to be a lot more complicated, since
the number of packages that need to transition over from e2fsprogs to
util-linux-ng are somewhat large:

   libblkid1, libblkid1-dbg, libblkid1-udeb, libblkid-dev, libuuid1,
   libuuid1-dbg, libuuid1-udeb, uuid-dev, uuid-runtime, uuid-runtime-dbg

In addition, he would need to make sure util-linux-ng is sane with
respect to changes from util-linux, and how to package all of the
other packages that are currently derived from the util-linux source
package.

My suggestion for how to move forward is that he creates a
util-linux-ng that generates the the new packages, and uploads them to
experimental.  Then we can sanity check to make sure that they provide
all of the files (in the same place) as the packages generated from
e2fsprogs source, and that people can sanely update their system from
the e2fsprogs-provided libraries to the util-linux-ng libraries.  Once
*that's* sane, he can upload into unstable, and the new libraries (if
they are based on the version numbering used by util-linux-ng) will
have version numbers which are newer than any produced by e2fsprogs
(which have 1.x numbers).

At that point, the next version of e2fsprogs that I upload will drop
those libraries.

I've cc'ed Lamont on this note, just to make sure we are on the same
page.  If not, we should update the plan of record in Debian bug
#528830, just so that everyone knows what to expect.
