There's more to it than just that. The first time one enters information into the Add Account dialog and hits Alt+A, it changes to the Advanced tab. After that, Alt+A goes down to the first widget with a label beginning with 'A'. (e.g. with AIM protocol, "Always use..."; with XMPP, "Allow plaintext...") In order to even get to the Add button, one must repeatedly hit Alt+A to cycle through the widgets with the 'A' shortcut key, then hit Enter.
I don't know if this is a bug or an intended feature. I personally would not have chosen to do that if I had developed the UI. Alt modified keys should stick with tabs and buttons.
