The script needs the ability to change bug reports because it will be adding your system information as an attachment to the bug report. You can remove the existing credentials by deleting the file '~/.cache/apport/launchpad.credentials'. Then you will need to execute apport-collect again and grant it change anything or change non-private data privileges. If you are concerned about it changing bug reports in the future you could then delete the credentials file after uploading your information. Thanks!
