I can no longer confirm this bug as my motherboard got fried while beta
testing Jaunty. This has been an issue from Ubuntu 7.04 to 9.04 beta
(which is what was tested last). The best workaround is to lower the
speaker volume and pump the logical volume, as well as muting any unused
devices. This does not fix the issue but the high pitch buzz is not as
audible. The pitch is not audible if you play a sound file, tested this
with a WAV file that contained 30 seconds of silence.

As my motherboard is fried, this bug report will need to be continued by
the owner of an Asus A7N8X Deluxe motherboard.
