I can confirm this bug in Karmic. I can reproduce it by deinstalling
OpenOffice ("sudo apt-get remove openoffice*"), reinstalling it via the
"ubuntu-desktop" package and then installing the German language support
through System --> Systemverwaltung (Administration) -->
