Binary package hint: network-manager-gnome
My /etc/network/interfaces is completely kosher, and is listed below:

network-manager-gnome will always be able to attach to a wired network,
and will always fail on a wireless, WEP-enabled. Last test I had an
active wireless connection and network-manager-gnome showed it as
disconnected. I then selected the wireless connection on the selection
pane and succeeded in disconnecting it. From this point on, I could not
connect anymore -- network-manager-gnome would ask for the WEP
passphrase, I would give it, and about a minute later the icon would
change to no network connected.
Just to be sure my network was OK, I uninstalled network-manager-gnome,
and installed knetworkmanager -- and I now can connect to the wireless
network.
BTW -- I am running Feisty pre-herd3.
