I never got a chance to try with Jaunty. However, at some point this misbehavior seemed to disappear. I'm not sure if it was after a kernel upgrade or if some wires got jiggled or what. Whatever happened, the hub is now working correctly as it should. The system is now running linux-image-2.6.24-24-generic version 2.6.24-24.56 (though as I said, I didn't notice exactly when this stopped being a problem - for a long time I've just been assuming it is still broken and applying the workaround unconditionally).
I'd be content to see this closed as fixed now.
