Yes, it happens on all desktop environments (Gnome, KDE, Xfce)

** Description changed:

  When someone adds keyboard layouts and then switches them using the
  keyboard, GNOME switches keyboard layouts in the reverse order than the
  one specified.
  
  Here's a testcase:
  1)Install Ubuntu
  2)Add the Greek keyboard layout in System>Preferences>Keyboard>Layouts and 
make sure it is BELOW the USA keyboard layout in the list.
  3)Do the same with the Icelandic keyboard layout and make sure it is BELOW 
the Greek keyboard layout in the list.
  4)Add the layout switch applet.
  
  What happens:
  1)When you switch keyboard layouts with Alt+Shift, the switch is 
USA>Iceland>Greece>USA (reverse order)
  2)If you click on the language applet, the switch is USA>Greece>Iceland>USA 
(proper order)
  
  What should happen:
  1)When using Alt+Shift, the switch should be USA>Greece>Iceland>USA (in the 
testcase)
  
  Additional information:
  1)If this bug is confirmed with KDE of XFCE or another desktop environment, 
please update this bug report accordingly.
