Steps to reproduce:
* open gnome-display-properties
* enable or disable secondary monitor (for example)
* click 'Apply'
What happened:
* The confirmation window was put behind the main window
* The confirmation window was absent from the Alt-Tab ring
* User had to minimize multiple applications to prevent confirmation window
from timing out
What was expected:
* The confirmation window should have been put in front of the main window
* The confirmation window should have not had the ability to ever be put behind
the main window
* Failing that, the confirmation window could have at least been in the Alt-Tab
ring
* The user should have had the ability to immediately confirm the change
