Great, thanks for all the information. >From the dbus output it is evident that there are dbus signals going out, but GPM isn't acting on them or the devicekit-power doesn't have the right quirk for brightness control. Right now there are lots of brightness bugs with gnome-power-manager as it is switching over from using HAL to devicekit-power. I suggest that we continue to watch this bug for a little bit longer so that we can see if it has been fixed in newer releases of GPM.
If the bug still exists after GPM 2.27.3, we should submit this bug upstream.
