This is great. It's done. After upgrade as suggested by you, 
I did 
Tools->Customise->keyboard->Category: Format->Function: Increase Font 
and assigned [Ctrl + 8] 
Similarly I assigned [Ctrl+7] for reducing Font

Do you still have this issue with the new version in the ppa at
https://launchpad.net/~openoffice-pkgs/+archive/ppa ? It should be
available for Impress in OOo 3.1 as well.
