apport-collect <bugnumber> should work just fine (and does for many
people). It collects all information from all the source packages in the
bug's task lists, and runs their package hooks (which really is the main
point of the exercise). For example, in bug 404646 comment 4 has all the
extra information, plus the new dependencies attachment. Perhaps xfce4
-power-manager just doesn't have an apport hook?
