Public bug reported: Binary package hint: imagemagick
There is a new version of ImageMagick upstream. This version adds many features, for example a blur option for the composite operator. This option is now referenced fairly often but does not work for Ubuntu users because the version here is out of date. The latest stable version of ImageMagick is 6.5.4-7, which can of course be downloaded from http://imagemagick.org/script/download.php Debian is also out of date in this case, although sid at least has 6.5.1.0.
