This is fixed now, originally by way of a complicated conspiracy between manpages and man-db to get the character set declared properly, and now also by way of groff 1.20 which has much better encoding support. See http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=519209 for the gory details.
