In other words, somebody incorrectly uploaded 2.6.4ubuntu1 rather than
2.6.3ubuntu1 back in the mists of time, and we were stuck with it until
Debian got to 2.6.5 or better. Now that we have 2.6.6, the diff is sane
again.
