Binary package hint: apparmor
Update to apparmor apparmor_2.3.1+1403-0ubuntu8 disables networking
completely. Stopping apparmor is only way to enable networking both
wireless and wired.
sudo /etc/init.d/apparmor stop
sudo /etc/init.d/NetworkManager restart
This fixes the issue.
