I have the same thing since i update the version of Ubuntu. 9.04 ( french too )
In the menu System, each timei click on the icon Synaptic ( in french it is : gestionnaire de paquet synaptic" ) there is this message : " Impossible de lancer /usr/sbin/synaptic en tant qu'utilisateur root. Impossible de copier le fichier Xauthorization de l'utilisateur. " BUT : when i tape synaptic in a terminal, at least i can reach it ( so it function in a terminal ). some guys who had that kind of problem sucess by taping in the terminal : cd ./..
