I also see this problem on a clean install of Ubuntu 9.04 64-bit after
upgrading from Ubuntu 8.10 64-bit.
However, I experienced no such problems on a clean install of 8.10
64-bit on my HP Pavillion dv5t-1000.
I do recall at one point when I installed the beta or RC of 9.04 that I
had no such difficulties with visual effects. It was only until I
decided to clean install the version this problem arose.
I will see if Karmic does anything to fix this issue. Otherwise, I will
downgrade back to 8.10 in the meantime.
