Being up-to-speed with the spec

recommended timings based on the content and type of a bubble will be
extended. This bubble on-screen time enforcement is not implemented yet,
but planned for the Karmic release (Ubuntu 9.10). There will be no way
for applications to directly control the on-screen time of notification-
bubbles.
