Is this still a problem?
Setting /etc/papersize to "a4" should fix your problem.
As mentioned before the ubuntu installer ubiquity automatically sets 
/etc/papersize according to LC_PAPER when installing from desktop cd.

Does running the following command in a terminal show A4 paper size dimensions 
(in millimeters) for Estonian:
locale -k LC_PAPER
If not please attach the output the following command on a terminal: 
locale

The mentioned bug has been fixed in jaunty.
