I think the reason for this is that the zope3 package, which splatd depends on, has python 2.4 as a dependency. I don't know if this could be changed in the zope3 package in hardy, but at least now in jaunty zope3 seems to work with python 2.5.
However, the only thing splatd actually needs from zope3 is the ZConfig module, used for parsing the config file.
