This can actually be closed. For 9.10 passwords are stored in the
user's directory and created using this code snippet:

elif os.path.exists(home + "/.vnc/passwd"):

command_handler = pexpect.spawn('vncpasswd ' + home + '/.vnc/passwd')

command_handler.sendline(password)
command_handler.expect(pexpect.EOF,timeout=-1)
command_handler.close()
